USAID will provide technical assistance to the Ministry of Health (MOH) and local Non-Governmental Organizations (NGOs) through the Leadership Management and Governance Project (LMG) in organizational capacity building to provide services to key populations such as Sex Workers, Men who have Sex with other Men and Garifuna population in five prioritized regions: Tegucigalpa, San Pedro Sula, Puerto Cortes, Atlántida and Bay Island. The goals of this project are: 1) to develop organizational capacity within the MOH to establish and carry out effective funding mechanisms and improve management and stewardship of local non-governmental organizations (NGOs) to provide HIV prevention services; and (2) to build organizational capacity within local NGOs to support the implementation of evidence based, quality HIV prevention services for key populations in compliance with the new MOH funding mechanisms.

LMG will contribute to the Partnership Framework goals, through continuing providing TA to strengthening: a)the capacity in management, b)synergies between the MOH and NGOs to implement decentralize contracts to provide prevention services for KP; c)the capacity of the MOH to implement a plan to progressively, transition the HIV grants to national funds d) implementation of a new funding result base model and e) the inclusion of gender as a cross-cutting theme in activities, and f)monitoring and evaluation processes.
